The legislation addresses a longstanding issue for many workers who are paid their Superannuation Guarantee (SG) contributions less frequently than their regular wages. This delay in super contributions has historically disadvantaged part-time and casual workers, impacting their ability to maximise retirement savings through compounding interest.

O'Neill elaborated on the benefits of the reform, noting that aligning SG payments with payroll cycles will simplify the process for workers. "Aligning Superannuation Guarantee payments with payroll cycles will also make it easier for members to track their contributions, which is particularly important for those whose working hours vary week to week," he explained.

The passage of this legislation has been met with widespread approval from various stakeholders. Rest has lauded the government and the Australian Parliament for their commitment to improving retirement outcomes for workers. "We congratulate the Government and the Australian Parliament on passing this legislation and look forward to continuing to work with employers and industry on implementing the changes," O'Neill said.

The Australian Taxation Office (ATO) has already taken steps to facilitate the transition to the new system. A draft guidance on compliance has been released to assist employers in preparing for the first year of these reforms, which are set to commence on 1 July 2026. The ATO's proposed compliance approach is designed to be supportive rather than punitive. Employers who demonstrate a genuine effort to comply with the new requirements from 1 July 2026 to 30 June 2027, and who resolve any issues quickly, "should not be the focus of ATO compliance action," according to the draft guidance.

Rest has been proactive in preparing for these changes, working closely with employers to ensure a smooth transition. The organisation is in the process of finalising a new, simple, and compliant solution to facilitate the implementation of Payday Super. With the Payday Superannuation Bill officially passing through Parliament, Australian businesses are now less than eight months away from a major shift in how superannuation contributions are made — and three Australian technology leaders are joining forces to help employers meet the new seven-day deadline.

To prepare for the reform, employment management platform Employment Hero has partnered with account-to-account payments provider Zepto and superannuation messaging provider OZEDI to build a first-of-its-kind embedded clearing solution that reduces compliance risk and administration for small and medium-sized businesses (SMBs).

The collaboration marks a key milestone in Employment Hero’s new embedded super clearing tool, HeroClear, which will launch in Q1 2026, ahead of the 1 July 2026 reform. The platform eliminates manual steps and delays between payroll and super funds, providing employers with verified, real-time proof of payment within the required seven-day window.

HeroClear integrates OZEDI’s SuperStream connection to verify fund details before payment and Zepto’s real-time payment technology, powered by Australia’s New Payments Platform (NPP), to transfer contributions instantly. Built directly into Employment Hero’s payroll system, the solution removes the need for separate clearing houses or banking portals — systems that currently rely on bank transfers taking up to three business days.

Without this automation and live status visibility, many employers risk breaching the seven-day rule without realising it, exposing them to potential penalties — including the 60 per cent administrative uplift — even when delays stem from third-party fund or gateway errors.

Employment Hero CEO Ben Thompson said the partnership aims to help small businesses manage the transition while parts of the ecosystem are still catching up.

“The final Bill expects SMBs to get Payday Super right from the outset, even while parts of the system that employers rely on are still being upgraded,” Mr Thompson said.

“At the same time, hundreds of thousands of SMBs will need to move off the ATO’s Small Business Superannuation Clearing House (SBSCH), set to close 1 July 2026. That’s a big ask, especially when you consider the 60 per cent increase in admin overheads and $124,000 cashflow impact the average SMB will face on day one.”

Aware Super has announced the appointment of Simon Warner as Chief Investment Officer, effective 1 December 2025, following a competitive global search to replace outgoing CIO Damian Graham, who announced his intention to step down in May.

Mr Warner, who joined Aware Super in 2023 as Head of Portfolio Management, will lead the fund’s 160-person investment team, which manages $205 billion in member savings across equities, fixed income, infrastructure, property and private equity.

Aware Super Chief Executive Officer Deanne Stewart said Mr Warner’s appointment would ensure the continuity of the fund’s investment strategy and governance frameworks.

“Simon has demonstrated exceptional leadership during his two years at Aware Super, contributing to our track record of delivering outstanding returns for members,” Ms Stewart said.

“He has significant global experience, deep expertise across public and private markets, a strong focus on governance and risk management, and a proven ability to lead large, high-performing teams.”

Ms Stewart said Mr Warner’s leadership would further strengthen Aware Super’s investment capability as it continues to grow.

“As we continue to grow, I am confident that Simon’s leadership will enable us to further strengthen our exceptional in-house investment team’s capability and ensure we’re delivering the best possible outcomes for our members’ retirement savings,” she said.

Prior to joining Aware Super, Mr Warner held a number of executive roles, including global head of public markets at AMP Capital, and global CIO/co-head of global equities and fixed income. He also held senior positions at JP Morgan Chase across London, Singapore and Sydney, including as CIO for Australia and New Zealand.

Mr Warner holds a Global Executive MBA from TRIUM (NYU Stern, LSE and HEC Paris) and Master’s and Bachelor’s degrees in economics from the London School of Economics. He has served on several boards and is a current director of Women in Banking and Finance.

Employment Hero chief executive Ben Thompson has urged the federal government to introduce a phased rollout and reciprocal safeguards to support small businesses as the Payday Super reform approaches implementation.

Mr Thompson said the proposed reform — which will require employers to pay superannuation contributions at the same time as wages — must “succeed the first time” to avoid operational and financial disruption across the small-business sector.

“Payday Super is a reform that must succeed the first time. If execution falters, workers miss out and employers wear the cost,” Mr Thompson said.

“Employment Hero supports the Bill and is leading in the development of the infrastructure and resources for compliance. Still, the current settings expect employers to bear the full operational and cashflow impacts on day one, while the rest of the system on which employers rely is still being upgraded.”

According to Employment Hero’s modelling, the average small and medium-sized business will require around $124,000 in additional working capital under Payday Super.

Mr Thompson said that with less than 12 months before the deadline and no phase-in period for smaller employers, many remain uncertain about how to comply.

“That’s out of step with past reforms, like STP, FDV leave and Paid Parental Leave that recognise the realities of running a small business,” he said.

He warned that employers could face penalties for delayed payments caused by third-party fund or gateway errors, exposing small businesses to fines and compliance risks beyond their control.

“Payday Super should proceed with two pragmatic safeguards to ensure it succeeds: a short phase-in for the smallest employers and reciprocal obligations on funds to reduce the risk of penalties for businesses for delays they cannot control,” Mr Thompson said.

“These small but practical changes to the Bill will help the reform succeed, protecting workers’ retirement savings while supporting the viability of Australia’s small businesses.”
