Rest's investment is channelled through Quinbrook's Net Zero Power Fund (NZPF), where the superannuation fund is the largest investor. Quinbrook, a renewable energy infrastructure manager, recently announced a significant development: funds affiliated with the global private markets firm Blackstone have acquired a notable minority stake in Rowan Digital Infrastructure. Rowan is a developer of hyperscale data centre campuses, boasting a portfolio of over 20 sites across the United States. The projects are strategically designed to access renewable power sources, in line with their renewable energy objectives.

Andrew Bambrook, Rest’s Head of Real Assets – Investments, highlighted the strategic importance of Blackstone’s involvement. “Most of our members will not retire for many decades and we think deeply about the world they’ll retire into. We have a long-term objective to achieve a net zero carbon footprint for Rest by 2050,” he said. Bambrook further elaborated on the dual forces of decarbonisation and digitalisation as pivotal to the global economy's evolution, while also promising substantial long-term returns for Rest’s over two million members. “Blackstone’s investment in Rowan reflects the growing recognition of the opportunities created by decarbonisation and digitalisation. This investment shows a strong return for members now, while also maintaining the opportunity to generate future returns for members over the longer-term.”

David Scaysbrook, Managing Partner at Quinbrook and Chairman of Rowan, provided insights into the strategic vision driving Rowan's initiatives. "We’re focused on developing power and infrastructure solutions that solve hyperscale operators’ urgent need for more compute capacity at scale," Scaysbrook stated. He emphasised Rowan's pioneering role in securing access to power, which is crucial for the burgeoning global data centre development. "This power focus leverages Quinbrook’s specialist expertise in power project development tailored to the needs of energy intensive customers.”

In 2023, Rest committed a substantial US$650 million with Quinbrook to invest in assets poised to benefit from long-term trends in decarbonisation and digitalisation, including solar and battery projects and renewable-energy supported data centres. Bambrook highlighted Rest's proactive approach in this domain, noting, “Rest has established a track record of supporting next-generation renewable energy investments, particularly through its commitments with expert managers like Quinbrook and Octopus Investments Australia, and our direct ownership of Collgar Renewables.”

The investment in Rowan is seen as a continuation of Rest's strategy to secure sustainable and profitable ventures for its members. Bambrook expressed confidence in the future benefits of these investments, saying, “We believe our members will continue to benefit over the longer-term from our ongoing stake in Rowan, as well as Quinbrook’s strong return profile overall. We expect this investment will help our members grow their super while contributing to a more sustainable future.”

By October, the two funds had signed a Heads of Agreement, and on 30 April, they executed the Successor Fund Transfer (SFT) that officially brought about the unification. The merger brings approximately 85,000 TelstraSuper members into the Aware Super fold, expanding the fund's reach and influence in the superannuation sector. In a significant development for Australia's superannuation landscape, Rest, one of the nation's largest profit-to-member super funds, has praised the recent cross-parliamentary support for extending superannuation contributions to workers under the age of 18. The Senate Economics Legislation Committee's majority report, released today by Government and Coalition Senators, endorses the idea of paying super on every dollar earned, including for under-18 workers, regardless of their weekly hours.

The current superannuation system mandates that workers under 18 must work over 30 hours a week to qualify for compulsory employer contributions. However, Rest's General Manager of Public Policy & Advocacy, Enrico Burgio, believes it's time for this outdated requirement to change. "Because of an outdated requirement to work 30 hours per week, most under-18 workers are missing out on compulsory super contributions. It’s time for this to change," he stated.

The support for this change is not limited to the Government and Coalition Senators. The Australian Greens, in their Dissenting Report, have also backed the initiative, urging for immediate implementation. This broad political backing marks a pivotal moment, as noted by Mr Burgio, who is calling on the Government and Parliament to capitalise on the momentum and commit to making this change a reality. "We wholeheartedly welcome this strong cross-parliamentary support for paying superannuation on every dollar earned and extending the Superannuation Guarantee to all under-18 workers. We urge the Government to now outline a plan to implement this change," Burgio emphasised.

Rest has been a long-time advocate for this reform. In its Pre-Budget Submission to Treasury earlier this year, the fund highlighted this change as a priority recommendation. The fund's analysis suggests that eliminating the 30-hour requirement could significantly boost the retirement savings of young workers. According to Rest, a typical 15-year-old member could see an estimated increase of $3,400 in super by their 18th birthday and an additional $18,100 by retirement, in today's dollars. The benefits extend to 16 and 17-year-old members as well, indicating a meaningful uplift in their super balances.

"This rule is getting in the way of our young Rest members building a fairer and more equitable retirement. Our analysis has shown that scrapping the rule could add thousands to their retirement balances," Burgio noted. The potential for increased retirement savings is a compelling argument for the proposed reform, which aligns with the broader goal of ensuring financial security for all Australians.

While the proposed changes have garnered widespread support, there is recognition of the need for careful implementation. Burgio stressed the importance of considering the impact on employers and suggested a phased approach.
