The co-founder of SuperAPI has labelled Labor's proposed tax on superannuation balances above $3 million as a "sneaky tax on young people, tomorrow" disguised as a policy targeting wealthy retirees today.

Ben Styles said the unindexed $3 million threshold would disproportionately affect future generations due to inflation and wage growth over time.

"The reality is that Labor's $3 million cap, unindexed, is a sneaky 'tax on young people, tomorrow' that is dressed up as a 'tax on rich people, today'," he said.

"The deceptive tax grab that borrows from young people's future relies on the fact that in 40 years when today's 25-year-olds are retiring, $3 million will not be considered a very high balance."

Styles referenced recent modelling from AMP Deputy Chief Economist Diana Mousina to support his position on the policy's long-term impact.

The SuperAPI co-founder argued the policy would discourage financial responsibility and ambition among young Australians.

"Every young person today will face the prospect of being penalised for working hard and achieving," he said.

"This is un-Australian and disincentivises ambition and financial responsibility."

Instead of targeting high superannuation balances, Styles advocated for policies that would support lower-income earners in building retirement savings.

"Instead of punishing people for being successful, we should be focusing on lifting those at the lower end, creating incentives for young and low-income workers to save and invest in their future and removing penalties, ie. taxes, that might stand in the way of them achieving the same wealth that boomers have enjoyed for decades," he said.

Labor's proposed policy would impose a 30 per cent tax rate on earnings from superannuation balances exceeding $3 million, up from the current 15 per cent concessional rate.

The policy has faced renewed scrutiny as debate continues over superannuation taxation and wealth inequality in retirement savings.

The government has positioned the measure as targeting a small number of high-balance accounts while preserving superannuation concessions for the majority of Australians.

SuperAPI operates as a technology platform serving the superannuation industry with data and analytics services.

Despite these concerns, Francis noted that some Labor policies might appeal to retail investors seeking growth and stability.

The Prime Minister's recent commitment to maintaining existing negative gearing arrangements provides certainty for property investors planning their finances.

Additionally, the government's "Future Made in Australia" initiative could benefit investors with holdings in domestic clean energy and sustainable technology companies.

Robert Francis, managing director at eToro Australia, welcomed the move, saying it would support long-term savings behaviour and encourage workers to increase their retirement contributions.

“The change to superannuation taxation is a great step forward for investors because it allows for higher superannuation balances and will encourage workers to put more money into their super,” Mr Francis said.

“Quite simply, the more time that money is spent in workers' accounts, the more money they have overall come retirement.”

Ben Thompson, chief executive of Employment Hero, acknowledged the scale of government support for superannuation but emphasised the importance of ensuring the system remains equitable and efficient.

“This year’s Federal Budget reinforces just how central superannuation is to Australia’s financial system,” Mr Thompson said.

“The government is putting over $55 billion into concessional tax breaks for super next financial year—that’s a massive investment in helping Australians build long-term wealth.”

“But with that kind of support comes a responsibility to ensure the system is fair, transparent, and actually delivers value to everyone.”

Employment Hero, one of the country’s largest payroll platforms, is working to streamline superannuation compliance for businesses.

“We’re focused on developing our platform to help businesses remain accurate, compliant and timely without adding unnecessary complexity—reducing the admin burden so they can focus on growth rather than red tape,” Mr Thompson said.

The concessional tax treatment of superannuation remains one of the largest items in the Budget, underscoring its role in the broader policy framework for retirement savings.

A senior executive in the superannuation technology sector has criticised the Federal Government for failing to index the proposed $3 million superannuation tax cap, arguing the measure will unfairly impact younger Australians over time.

Ben Styles, co-founder and chief commercial officer at SuperAPI, said the absence of indexation in the policy—set to apply a 30 per cent tax rate on earnings from balances above $3 million from 1 July—would create long-term inequities across generations.

“It’s disappointing to see this year’s Federal Budget provides no response to the call for indexation on the proposed 30% tax rate on superannuation balances over AU$3 million, nor how it’ll affect Aussie taxpayers’ future retirement once it comes into effect from July 1 this year,” Mr Styles said.

“The AU$3 million cap, unindexed, is a sneaky ‘tax on young people, tomorrow’ that is dressed up as a ‘tax on rich people, today’.”

He said the measure would penalise future workers, pointing to the impact of inflation and rising living costs on what will be considered a high superannuation balance decades from now.

“In 40 years when today’s 25-year-olds are retiring, AU$3m will not be considered a very high balance,” he said.

“Every young person today will now face the prospect of being penalised for working hard and achieving. This is un-Australian and disincentivises ambition and financial responsibility.”

Mr Styles said the policy failed to provide targeted support for low-income earners and risked undermining incentives to save.

“Instead of punishing people for being successful, the government should be focusing on lifting those at the lower end, creating incentives for young and low-income workers to save and invest in their future and removing penalties,” he said.

He urged the government to prioritise mobility and long-term savings reforms over what he described as divisive tax measures.

“The government's focus should be on enabling upward mobility, not on policies that stifle growth and divide generations further.”

Rest has called on the Federal Government to implement superannuation reforms aimed at improving fairness across the system, after member survey results showed strong support for a range of proposed policy changes.

Research commissioned by the industry super fund found significant backing for reforms recommended in its 2025–26 Pre-Budget Submission. The survey, conducted by Redbridge Group, received responses from more than 1,000 Rest members aged 18 and over.

According to the findings, 71 per cent supported extending superannuation to all workers under 18, regardless of the hours they work, while only 5 per cent opposed the idea. A similar proportion supported introducing superannuation credits for carers, with only 3 per cent opposed.

Updating the Low Income Super Tax Offset (LISTO) also received strong backing, with 77 per cent of respondents in favour of making it fairer for low-income workers. Meanwhile, 80 per cent supported changing inheritance rules to prevent family violence perpetrators from receiving their victim’s superannuation benefits.

Rest’s chief strategy and corporate affairs officer Tyrone O’Neill said the results showed the public was open to changes that would improve equity within the retirement system.

“Rest represents over 2 million Australians, including around 1.2 million women and 1 million workers under the age of 30,” Mr O’Neill said.

“This is equivalent to one-in-seven working Australians – a sizeable segment of the labour force – expressing support for fairer and more equitable super.”

Rest’s top policy priority is extending the Superannuation Guarantee to under-18 workers, including those working fewer than 30 hours a week. Mr O’Neill urged the Government to commit to the reform in the upcoming Budget, suggesting it include a multi-year implementation plan with consultation and transition periods for employers.

“The current rules are unfair and disadvantaging young Australian workers,” he said.

The fund is also advocating for progress on financial advice reforms, a review into superannuation carer credits, and further measures to improve retirement outcomes.

Additional recommendations in Rest’s submission include raising LISTO thresholds, introducing data-sharing frameworks between government and super funds, developing a First Nations Retirement Strategy, and implementing policy settings to encourage institutional investment in housing.

Rest is also calling for more clarity on the sustainable finance agenda and emissions reduction targets to help guide long-term investment decisions.

Rest, one of Australia’s largest profit-to-member superannuation funds, has welcomed the Australian Government’s release of draft ‘Payday Super’ legislation, which aims to align Superannuation Guarantee payments with employer payroll cycles.

Rest Chief Strategy Officer Tyrone O’Neill said the proposed reforms would enhance fairness and equity in the superannuation system, benefiting millions of Australians.

“The Payday Super reforms are set to give Rest’s two million members and all Australians greater opportunity to achieve their best-possible retirement, and we commend the Australian Government for progressing this important change towards a fairer super system,” he said.

O’Neill highlighted the potential benefits for members, particularly younger and casual workers.

“Rest represents more than two million members, including around half under 30 and many who are working in part-time and casual roles and may retire with lower balances,” he said.

“A significant proportion of our members have their Superannuation Guarantee payments either paid monthly or less frequently, often out of sync with their take-home pay. More frequent contributions will unlock the power of compounding returns, leading to better long-term outcomes for members.”

O’Neill also noted that increased payment frequency would improve transparency.

“Payday Super will also make it easier for members to track their superannuation contributions, which is particularly important for casual workers whose hours can vary from week to week,” he said.

Rest said it looked forward to working with the government and industry stakeholders to finalise the legislation.
