The time frame for gender economic equality has been blown out to 36 years, thanks to the coronavirus pandemic, according to the latest Financy Women’s Index.

The index rose by 2.4 points in the June quarter to 73.7 points, but largely as a result of male underemployment conditions deteriorating faster than female.
During the quarter, gender gaps widened in the workforce participation rate, full-time employment numbers and the gender pay gap.
Nicki Hurtley, partner at Deloitte Access Economics commented the pandemic had exacerbated the divide between men and women in paid and unpaid work.
“Even if we return to the path of improvement seen before the pandemic, we remain a full generation away from achieving equality,” Ms Hurtley said.
The largest change to the index during the June quarter was in the underemployment rate, with the gender gap narrowing by 17.2 points as male underemployment rose more sharply than female.
The gender gap for the participation rate had widened by 1 point, while there was a 0.8 point increase in the gender gap for full-time employment.
In terms of coronavirus-induced job cuts, the most significant were in female-dominated sectors, such as accommodation and food services, and arts and recreation.
Financy Women’s Index founder Bianca Hartge-Hazelman said the volume of full-time job cuts had “reversed two years of female employment growth and derailed a multi-decade trend which saw female workforce participation steadily expand.”
But the divide in unpaid work is expected to grow further, as the pandemic results in women taking on a disproportionately greater load of at-home tasks and care responsibilities relative to men.
A household impacts of COVID-19 survey by the ABS in July found that women were twice as likely as men to report they performed most of the unpaid domestic work (80 per cent compared to 39 per cent) and more than three times likely to report they had conducted most of the unpaid caring duties (38 per cent versus 11 per cent).
In normal times, women in relationships, with or without children, are already doing 60 per cent more unpaid work than men, the Financy reported stated – with the disparity being a barrier to increased work participation and financial progress.
The pay gap, measured by average full-time weekly wages, also slightly widened in the June quarter to 14 per cent in May, as reported in August, up from 13.9 per cent at the start of the year.
Financial and insurance services, health and professional, and scientific and technical services retained the largest pay differences of any sectors, with gaps around 22 per cent.
Other services, which include personal and professional services, religious, civic, maintenance and private household employment, were the only sector where the pay gap was reversed and women were paid more than men on average.
Meanwhile, the superannuation divide was reported to remain largely unchanged, with data from AustralianSuper showing the average gender gap in the retirement savings of its members widened to 26 per cent in June, up by 1 per cent from the start of the year.
The average woman held around 31 per cent less than the average man in their super account, as at the end of the 2017-2018 financial year.
However, more male members had accessed the early release scheme, with one of the reasons cited in the report as men holding larger balances.
The expected timeframe for super to reach gender parity is 18 years.
The one improvement during the three months, Ms Hartge-Hazelman said, was an increase in the number of women on ASX 200 boards, with the proportion rising to 31.3 per cent.
OneVue chief executive Connie Mckeage added business leaders should be mindful that it’s not just financial progress that is suffering.
“We need to ensure that inputs such as mental health get as much focus as financial outcomes,” Ms Mckeage said.
“Any many or woman suffering from mental health issues hurts productivity so let’s make sure that we are not turning a blind eye to the uncomfortable so we can give every man and woman the ability to perform at their best regardless of the circumstances.”

“Based on the calculation for indexation, if it’s negative, we don’t reduce the pension, but we also don’t increase it,” he said.
However, the consumer price index (CPI) only fell by 1.9 per cent in the June quarter, mainly due to the government’s introduction of the childcare subsidy.
The June quarter fall was mainly the result of free childcare (-95.0 per cent), a significant fall in the price of automotive fuel (-19.3 per cent) and a fall in preschool and primary education (-16.2 per cent), with free preschool being provided in NSW, Victoria and Queensland.
Chief economist for the ABS Bruce Hockman commented: “Excluding these three components, the CPI would have risen 0.1 per cent in the June quarter.”
He also pointed out that the cost of living was still increasing for main items, including cleaning and maintenance products (+6.2 per cent); other non-durable household products, which includes toilet paper (+4.5 per cent); furniture (+3.8 per cent); major household appliances (+3.0 per cent); and audio, visual and computing equipment (+1.8 per cent).
Despite the next review being in March, Mr Williamson was unable to tell welfare recipients if they would receive a pay increase in March 2021.
“I’m not in a position to say that because we have to wait to see the broader economic outcomes,” he said.
JobSeeker, which is also linked to the CPI, will maintain its current rate, while the single parent payment will go up by $3 a fortnight from 20 September.
The base rate for the age pension in Australia is $860.60 per fortnight for a single person, or $648.70 for each half of a couple.

The decision has implications for workers working ordinary days of more than the standard 7.6 hours.
“Cadbury workers do 12-hour days making the chocolate that we know and love. This decision means that they will get fewer days of personal leave per year than someone doing an office job working 9 to 5,” AMWU Tasmania state secretary John Short explained.
However, Kingston Reid’s partner, Dominic Fleeton, believes the decision creates a fairer playing field for all types of workers.
“The decision does not punish anyone. Quite the opposite. If the Federal Court decision had been allowed to stand, it would have led to inequality between employees simply because they had different work patterns,” Mr Fleeton noted.
Using the example of an employee who works three 12-hour shifts, Mr Fleeton explained how it is a fairer system for all.
“Under the Federal Court’s interpretation, that employee would get 120 hours of paid personal leave per year, whereas another employee working for the same employer who worked their 36 ordinary hours over five days (i.e. five days at 7.2 hours per day) would only be entitled to 72 hours of paid personal leave per year. Today’s decision means that both employees receive 72 hours of paid personal leave per year,” Mr Fleeton said.
Marque Lawyers Wesley Rogers agrees agrees with Mr Fleteton stating that the the now overturned Full Federal Court interpretation of “day” had inconsistent and unfair consequences.
“For example, for employees who worked inconsistent hours, such as 2 hours one day and 8 hours another, under the Full Federal Court interpretation, if the employee took leave on the day he/she worked 2 hours, it would be treated the same as the employee taking leave on an 8 hour work day. The employee would still use a full “day” from their personal leave accrual. “
The Union State Secretary praised the work of his members standing up for themselves against a much larger corporation.
“While we are very disappointed in the outcome, we are very proud of our members and delegates who have taken up the fight at every stage. It’s not easy for a food worker to stand up in court against a big company like Cadbury-Mondelez.
The union also explained that it is disappointed in the Federal Government, who intervened at an entry level to support Cadbury-Mondelez at the Fair Work Commission, the Federal Court and the High Court.
“We are now calling for the federal government to amend the Fair Work Act so that every worker has access to 10 days of paid personal leave every year, no matter what hours they work,” Mr Short said.
“COVID-19 has shown the importance of personal leave. The government must change the law immediately to ensure that no matter whether you work 7.6 hours a day or 12 hours a day, you’ve got access to 10 days of personal leave per year,” Mr Short said.

Business spending on new research and technology has also been falling in Australia and now ranks well behind the average of other industrial countries (and even some emerging economies, like China).
“Until recently, Australia was recognised for its sophisticated and successful research and innovation capacities. Australia’s R&D commitments (especially business research spending) have been declining over the last decade,” said Dr Jim Stanford, economist and director of the Centre for Future Work.
The average amount of machinery and equipment used by the typical Australian worker has been declining since 2014, and has since fallen by 6 per cent.
“Australian businesses are not investing nearly enough in new technology,” Dr Stanford said.
However, a lack of business investment in new technology does not mean that Australian jobs are somehow safer.
“To the contrary, the failure of business investment means that even more jobs will be located in low-productivity, low-tech, low-wage industries – with terrible implications for wages and job quality,” Dr Stanford said.
This is resulting in Australia’s productivity falling, which is having an impact on the economy at large, the report found.
“Business leaders love to complain that Australia’s productivity problems are due to red tape, taxes and unions. The evidence is clear that their own failure to invest in new capital and new technology explains the stagnation in productivity. Instead of blaming others for this outcome, business leaders need to look in the mirror,” Dr Stanford concluded.

The grim outlook was reiterated on Tuesday by fresh payroll data from the Australian Bureau of Statistics, which revealed a 1.5 per cent drop in Victoria through July ahead of the introduction of tougher restrictions.
“Around 40 per cent of jobs lost in Victoria by mid-April had been regained by 25 June, but by the end of July, this had reduced to 24 per cent,” Bjorn Jarvis, head of labour statistics at the ABS, said.
Victoria’s figures contrast to a steady number of payroll jobs nationwide, with a slight decline of 0.1 of a percentage point in July. However, looking at the broader picture, payroll jobs remained 4.5 per cent below mid-March, when Australia recorded its 100th confirmed COVID-19 case.
The accommodation and food services and arts and recreation services industries were hit the hardest during the COVID-19 period.
While these industries saw the largest increases in payroll jobs since mid-April, up by 26.6 per cent and 18.2 per cent, respectively, they remained 17.9 per cent and 15.1 per cent lower than mid-March.
Last week, the government announced it is easing the eligibility criteria for JobKeeper 2.0 by adding an extra $15 billion to the scheme to cushion the blow of Victoria’s tough restrictions.
Under the new rules, businesses will only need to show that their GST turnover had fallen in the quarter ending in September to qualify for the scheme’s extension.
In addition, from 3 August 2020, the relevant date of employment will move from 1 March to 1 July 2020, increasing employee eligibility for the existing scheme and the extension.
“We believe that about 530,000 extra Victorian employees will now join the JobKeeper program over the September quarter; that means 1.5 million Victorian employees will be using JobKeeper,” Josh Frydenberg said at the time.
While the changes will apply across the country, the Treasurer has said he expected $13 billion of the money to go to Victoria.

Originally, the changes meant businesses needed to show their GST turnover had fallen in the two quarters to the end of September, compared with the same time last year.
Now, businesses and not-for-profits will be required to reassess their eligibility with reference to their actual GST turnover in the September quarter 2020 to be eligible for the JobKeeper payment from 28 September 2020 to 3 January 2021.
More employees will also become eligible for the scheme under the changes – the relevant date of employment for access to the scheme has been shifted – employees now only need to have been employed since 1 July 2020 instead of the original 1 March 2020 date.
JobKeeper 2.0 will still plow ahead with reduced payments for eligible employers and employees.
From 28 September 2020 to 3 January 2021, JobKeeper payment rates will be:
- $1,200 per fortnight for eligible employees working for 20 hours or more a week on average in the four weeks of pay periods before either 1 March 2020 or 1 July 2020, and for eligible business participants who were actively engaged in the business for 20 hours or more per week on average
- $750 per fortnight for other eligible employees and business participants
From 4 January 2021 to 28 March 2021, JobKeeper payment rates will be:
- $1,000 per fortnight for eligible employees working for 20 hours or more a week on average in the four weeks of pay periods before either 1 March 2020 or 1 July 2020, and for eligible business participants who were actively engaged in the business for 20 hours or more per week on average
- $650 per fortnight for other eligible employees and business participants
To remain eligible for JobKeeper payments under the extension, businesses and not-for-profits will need to demonstrate that they have experienced the following decline in turnover (which remains the same percentage as previously):
- 50 per cent for those with an aggregated turnover of more than $1 billion;
- 30 per cent for those with an aggregated turnover of $1 billion or less; or
- 15 per cent for charities and not-for-profit commission-registered charities (excluding schools and universities).
The most recent changes are predominantly to provide a buffer to those Victorian businesses that have had to close as a result of the tough stage 4 restrictions currently in place in Melbourne, but the benefits of the eased restrictions will be available to all businesses nationwide.
According to modelling from the Treasurer, “We believe that about 530,000 extra Victorian employees will now join the JobKeeper program over the September quarter. That means 1.5 million Victorian employees will be using JobKeeper.”
Mr Frydenberg flagged it as “nearly half of the private sector workforce across the whole state”, with expectations that approximately $13 billion of the updated $101.3 billion cost of JobKeeper to be utilised in Victoria.
